Implementation of SPBE at the Ministry of Education and Culture Research and Technology to Support the Acceleration of Digital Education Transformation

In a recent Coordination Meeting on the Management and Implementation of the Electronic-Based Government System (SPBE) organized by the Center for Data and Information Technology (Pusdatin) at the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek), discussions centered around the Impact of Digital Transformation in Bureaucratic Reform and the Application of SPBE in Supporting the Acceleration of Digital Transformation in Education, held from November 12 to 15, 2023.
Suharti, the Secretary General of Kemendikbudristek, explained the regulations of the SPBE Architecture. Referring to Presidential Regulation of the Republic of Indonesia Number 132 of 2022 concerning the Electronic-Based Government System Architecture, Kemendikburistek is tasked with supporting development in the field of education. The development strategy of SPBE in education is carried out through a technology-based education service platform and the development of digital educational content.
Suharti mentioned the education technology ecosystem at Kemendikbudristek, including initiatives such as Medeka Mengajar, Rapor Pendidikan, Kampus Merdeka, kedaireka, Akun Belajar.id, ARKAS, TanyaBOS, and SIPLah.
The integration of Basic Education Data with other ministries and institutions (K/L) includes:
1. Integration with the Ministry of Religious Affairs: Data and Information on Religious Education Units (Islam, Catholic, Christian, and Hindu, with no schools for Buddhism yet) through DAPODIK, and EMIS for PENDIS,
2. Integration with the Ministry of Home Affairs (DUKCAPIL): Data and Information on Handling Out-of-School Children (NIK Integration),
3. Integration with Higher Education (Dikti): Bidikmisi Program and New Student Admission for Higher Education Institutions,
4. Integration with the Ministry of Agriculture: Vocational Schools under the Ministry of Agriculture and mentoring programs from the Ministry of Agriculture to Vocational Schools under Kemendikbud,
5. and Integration with the Ministry of Maritime Affairs and Fisheries: Data and Information on schools under the supervision of KKP.
Furthermore, integration includes:
6. Integration with the Ministry of Health: Data and Information on Education Units with Community Health Centers (technical integration stage) for Sanitation Programs (SDGs),
7. Integration with BPS: Statistical Education Data sourced from DAPODIK for Education Units under the supervision of Kemendikbud,
8. Integration with BAN-SM and BAN PAUD-PNF: Data and Information,
9. Integration with PUPR: Data and Information on school rehabilitation and construction,
10. Integration with BNPB: Disaster Data and Information,
11. Integration with the Corruption Eradication Commission (KPK): Support data for school surveillance,
12. Integration with the Ministry of Social Affairs: Data on poor populations (DTKS),
13. Integration with the Coordinating Ministry for Economic Affairs: Kartu Pra Kerja Program,
14. Integration with BKKBN: Data on Extreme Poverty.

Suharti emphasized that the commitment and follow-up of Kemendikbudristek in developing SPBE practices are based on:
1. The national program for developing superior human resources demands the availability of competent education services for all Indonesians, and
2. Accelerating digital transformation in education requires joint commitment from all levels of Kemendikbudristek. Through the implementation of SPBE, the ministry aims to collectively manage and develop integrated, efficient, and quality education services.
Suharti concluded by inviting input for the continuous improvement of SPBE, emphasizing the importance of collaboration in achieving future SPBE targets.
